Ikea International Framework Agreement

Dominique Michel: Fifty companies active in different sectors have signed international framework agreements with five global trade union organisations. The first was signed in 1988 by the French agri-food group Danone, the second in 1995 by the hotel chain ACCOR. It was only in 2000 that the number of agreements signed each year accelerated to 50 by the end of 2006. Among them you will find the Swedish furniture company IKEA; the American banana company Chiquita; the German pencil manufacturers Faber-Castell and Staedler; oil companies in Norway (Statoil), Italy (ENI) and Russia (Loukoil); car manufacturers in Germany and France such as Volkswagen, Daimler-Chrysler, Renault and Peugeot-Citroën; the Spanish and French electricity producers Endesa and EDF; Telecommunications companies in Spain (Telefonica) and Greece (OTE) and retailers in France (Carrefour) and Sweden (H&M). Call on the IKEA Industry Management Board to assume international responsibilities and participate in a transparent and sustainable global social dialogue. Working time should be in accordance with the appropriate national legislation or agreements for each trade. Wages and working conditions must at least comply with the requirements of national agreements or national legislation. In so far as wage deductions are not permitted under national law, they may not be made without the express authorisation of the workers concerned. All workers must receive written and understandable information in their own language about wages before they start working and details of their wages at each occasion when wages are paid. As part of the agreement, a monitoring group is appointed with two members from IKEA and two members from IFBWW. The group meets twice a year, including visits to suppliers` premises.

ILO Online: How is the implementation of the agreement monitored? Dominique Michel: Most framework agreements include follow-up mechanisms with trade union participation. These mechanisms include specific measures by management and employee representatives, such as the dissemination (and, where appropriate, translation) of the agreement at company level, or the development of joint training programmes. Some agreements provide for joint missions by the national trade union and the World Trade Union Confederation to monitor the implementation of the agreement on the ground. Most of them also contain mechanisms for the World Trade Union Confederation to raise a case if the company violates the terms of the agreement. Our sister union Global Union Federation, the IUF (food, agriculture and hotel employees), has already negotiated a restructuring agreement with the French company Danone a few years ago. In addition to the precondition for restructuring in an environment where workers` rights and conditions are on the table from the outset, she agrees to seek alternative employment if necessary. These include selling instead of closing establishments, as well as helping to find and facilitate the transition of workers to other jobs. .
